Questions
A permit is usually needed. Under the Ohio code a deck skips building approval only when it is 200 square feet or less, no more than 30 inches above the ground, and not attached to the house or used as the way out through a required exit door. Some cities ask for more, and Youngstown requires a permit for any deck.
Under the Ohio code, a deck surface more than 30 inches above the ground below needs a railing, and that railing must be at least 36 inches tall. Openings in the railing must not let a 4-inch sphere pass through.
The size, the height, the decking material, and the railings drive most of the price. A deck over 30 inches high needs railings, and footings must reach below the frost line, the depth the ground freezes to in winter, unless the deck stands free of the house. A new patio door or replacement windows facing the deck also add to the scope.
Repeated wetting and drying makes wood deck boards crack and split, and a water repellent every year or two is the usual protection. Any deck should be inspected once a year for decay, connections, and railings. Composite decking is a different material, and one major maker says its boards need only soap-and-water cleaning and should never be sanded, stained, or painted.
Time depends on the size, the height, and whether a permit and inspections are needed. Footings set below the frost line add a step that a deck standing free of the house can skip. Adding a new exterior door to reach the deck, with finish carpentry around it inside, adds time too.
