The township defines a deck as any floor structure meant to support people above ground level, attached to a building or not. That puts a new deck under the rule that no structure is built, enlarged, or structurally altered without a zoning certificate.
The zoning inspector first sends written notice giving the owner seven days to apply or stop. A violation must then be fixed within ten days of a written order, unless the inspector allows longer.
