Vinyl plank, because water is the deciding factor. One maker rates its rigid-core vinyl plank as waterproof and suitable for basements, though no floor can stop damage from flooding or water rising through the slab. A major laminate maker says not to install laminate in rooms with floor drains or sump pumps. Tile installation and epoxy flooring are the other common choices for basement floors.

The material, the size of the area, and the condition of the subfloor drive most of the price. An uneven subfloor may need leveling first, and old flooring that could contain asbestos should be covered over rather than sanded.
